Ghost in the shell is licenced by Bandai and I don't know when they will start releasing it on dvd. But when they do they probably will release it with two months between volumes, six dvd's (at least) which means 1 year before the full series is released on R1. Then add some time for it to be ripped (if thats what your asking) and then there also is a second season comming up.

Naruto, well it could go on forever and the manga is still running so no one except the creator knows how long it will be.
