I have bought online and have hand no probelms what so ever, so far I would say I bought 30 sum various DVD's from HK and one 1-2 were choppy on an episode or two.

1. Get a store account
2. Click on DVD reviews
3. Find the correct title/company
4. Go to that items page and click review
5. There is a link that says Add Review and the rest is self explanatory...
